Hi Jeremy, welcome to the forum.
A couple things leap out at me. First, and simplest is make sure you have the subwoofer cable plugged into the Pre-Out Subwoofer output on the back of the receiver - your receiver has two Subwoofer outputs and you want to make sure it's the Pre-Out one you connect the sub to.
If that checks out, the most probable cause is that the subwoofer level within the receiver is too low. I pulled the manual on the VSX-92TXH and what you want to do is go into the menu, select Manual SP Setup in the System Setup. The select Channel Level. Opt for the Manual setup and then once the white noise test tone starts, scroll down to choose the SW setting and increase that a few dB. This will boost the output from the receiver to the sub which should increase the volume on the sub. You may have to decrease the volume level on the sub itself to compensate. It might take a bit of back and forth to dial the sub level, but this should definitely increase the sub's volume and performance.
